If you have them in bunches you can rubberband them in between or use super glue gel (I usually use super glue gel).
If you have individual zoas I have used a method where you drop superglue gel in some clean sand (outside of your tank of course) and place the zoa in the supperglue and sand for a minute. This gives the base some grip to then glue onto a rock but it must be real low flow. I've never had very good luck gluing a slimy zoa to a rock.
next time make sure the zoos are connected to frag rocks already
But seriously, you can always take a small plastic cup, cut slits in it and place the zoos under it with a bunch of rubble rock and they will attach themselves to one of the small rubble pieces. This way they still get the flow, if they do blow around they will not go any further than the cup boundaries. Once they attach to a piece of rubble you can glue that to your main rockwork. Hope this helps.
I have also threaded a piece of string in the foot of the zoo and tied it around the rock i want it on. Once it attaches itself you just pull the string out of it. A little more invasive but another option to think about.
