Yes do a 29 Gallon. I have a 10 gallon Fuge under my 46g and I wish I could put something bigger under there. I would defiently think of upgrading to a Reciculating Skimmer if you make the move. Here is a where I got my inspiration for the baffling:
29 Gal Sump
This was by far the best upgrade I did to my tank. I can make a drawing if you are hooked on the 10 gallon idea, but consider the 29g 1st.

heres an idea, cant you just install a mecanical float an the entrance of refigium so when the level of water gets high the float will close and you will be safe when the power goes out???

just a tought

My 10 Fuge has a Mag-5 Return pump, MCE600 HOB Skimmer, and a ball of cheato with some rubble in the fuge part.. I also placed a Finnex 150W Heater width-wise in there. Right now the spacing between the baffles is too much (1"), and the skimmer/overflow section is too low (6"). You can buy a Full Spectrum 5100K Compact Fluorescent Floodlight from here. I think that covers the basics for a 10 gallon. Here is my corrected version that I will building shortly:
