2 Gobies in 29 g, compatability???

I have a 28 gallon combined system (JBJ) with one adult healthy zebra barred goby. I know that two gobies, either in the same water column or if they look similar, shouldn't be kept together except in a huge tank. (My friend found this out the hard way when he added a helfrichi firefish to a 30 gallon tank with a zebra barred goby already established in it. The helfrichi was stressed, didn't eat, and so died. An incident I don't want to deal with!)
Zebra barred gobies (Ptereleotris zebra) live in the mid water column and are silvery blue-green with vertical orange stripes and so don't look very similar to yellow watchman gobies, the type of fish which I'm considering getting. Yellow watchman gobies stay along the bottom while the zebra gobies stay in the mid water column.
So, in a 28 gallon tank, will I be able to keep both a zebra barred goby and one yellow watchman goby together? I think they should be okay, but I wanted to verify with more experienced people.
I want happy fish, not dead and stressed out ones!
If the two may end up fighting, I'll get a false percula clown instead....

By the way I have 17 lbs of Tongan live rock, makes for great burrows for a potential watchman goby. Thanks.
