2 New clown fish and Anemone help

So today woke up and found the anemone is still wandering around the tank, ive been letting him. Its current location is upside down in between two rocks so im unable to feed it. Should i let it continue its move, or should i place it upright on the rock it is on so it can get light, and food?
 
You could put some mysis shrimp in some water, suck it up into a turkey baster, and squirt it gently at the tentacles. It needs to eat and you need to figure out how to get it food. Don't move it or you will stress it more. I feed mine with chopsticks. Is it impossible to get it some silversides?
 
Update:

Although i was able to get it to eat small amounts of mysis shrimp, it was too late, by morning i found it had been eaten alive, made its way to the bottom of the tank and the clean up crew began to take care of it. I removed it from the tank befor it did any other damage. The plan now is to take care of my ongoing phosphate problem, and get my water back to normal. Then, and only then will i try again. For now the clown fish have set up shop in my soft corals.

Thank you to everyone with your sugestions and ideas. You were all a great help. But i belive many of you were right about it being sick from the get go, and my poor water did not help matters.
