20L setup questions

Since my 75g is all setup and running ok i've been kicking around setting up a 20L i have laying around as a zooanthid/softie tank, but have a couple questions....

I want to make this a sumpless, simple, cheap, energy efficient setup. So here is what i'm considering for equipment.....

2 24" t-5s, 1 ge6500k, and 1 actinic with reflectors. Is this ample enough if the t5s are right over the water surface? or should i run 4? what about the bulb selection?

1 modded aquaclear 301 powerhead

tunze nano skimmer and tunze in tank filter running carbon

1" shallow sand bed or possibly bare bottom, still not sure.

What would you change on this setup or is it ok?

assuming the t5's are the 24w bulbs that should be good for most softy's and low light lps

with the 4 bulb you could probally keep some sps
assuming its the 24w bulbs

everything else you have listed are fine to use
 
yes they are the 24w bulbs, i have sps in my 75g and wanted to try something different in this one. So it'd be mostly zoos/softies and maybe a couple shrooms.
