28 Gallon JBJ - Clear water. Please help

So I have had my 28 gallon JBJ up and running for about 8 months. And I have never been able to completely clear up the particles in the water. I have about 20 lbs of live sand in the tank and 30 lbs of live rock. I upgraded to the InTank Media Basket where I run floss, purigen, and chemipure elite from top to bottom. I run both the stock return pumps constantly. I also added a MP10 which I run on reef crest mode at only about 40%.

It is definately not microbubbles. When I turn all the powerheads off for awhile they do not go away. Just float in the water column. I can see the particles consistently being blown into the tank by the 2 stock return pumps. I am just beyond frustrated because all my parameters are perfect and I feel like I am doing everything right. The water color is clear but the particles never go away.

I do 20% water changes every 10-14 days. I have tried adjusting the return pumps to maybe reduce flow. Adjust where the pumps are flowing. I have cleaned out the back compartments to remove anything sitting back there. Nothing works. Anybody got any advice? Would be greatly appreciated. Everything in my tank is doing well but looking at the tank constantly frustrates me because the water does not look how I want.
 
I have the same problem in my EcoSystem 28, when I look in the back refugium I can see the particles still floating through my Chaeto. I want to say maybe your filter floss is not fine enough? Or the particles just aren't getting sucked through the inlet to even go through the floss? I even moved my power head to point towards my inlet with no difference. Maybe need to up the turn over of the water through the filters? I think that's my next step.

I am interested to see any other answers bc I would also like mine to be crystal clear and not have these darn little particles.
