300 Gallon reef ready with surface oil

My 300 gallon tank has a film on top. I have 4 mp40's and about 13-1500 gph running through the sump. I use felt filter socks.

I'm having one of two problems. Either not enough surface agitation or not enough flow through the sump.

Any thoughts? I would think four mp 40's would provide enough surface agitation, they can make waves in the tank.

So I was planning to do one of two things, or both.

1) Add additional powerheads - either one or two maxspect gyres near the surface or two Neptune wave's pointed at the surface; or

2) Increase the flow through the sump (currently have a Sicce 1900) with a Vortech L1 or something similar.

Again, any thoughts?
 
What type of overflow are you running? With sufficient surface skimming you shouldn't see a film at the top. Increasing surface agitation should help as well.
 
It's a custom 21" surface skimmer, about 1/3 tank length. I used bean animal style drain pipes with 1" PVC. I estimate (based on how far I closed the center drain) the overflow is at about 60%-70% capacity.
