Your water needs to be saturated with Oxygen. A skimmer is a generator for oxygen in the water.
Without a skimmer, you need at least very strong watermovement i.m.o

That does not make any sense. You think that changing 100% of week will not remove all the food. You would be like if anything servives with water changes like that.

Get a skimmer it cheaper and it can be turn off.
