It would work for a pair of standards, preferably not the full bodied erectus though.
It would be challenging for them to produce fry due to the lower height, but occasionally some seahorses seem to work around that problem.
As for equipment, you can go with live rock only as the biological filter, with open ended air line(s) and power heads with protected intakes as water movers, and plastic decor for hitches, all the way up to expensive filtration systems, grasses, some corals and the more risky tank mates, other fish.
It depends on what you see as the ideal looking situation and then work to that end, keeping in mind you are not taking on an easy task, and that many seahorse lives are lost in the attempts to do so.
