4 fish / 2 tanks for QT

What is my best pairing to QT my new fish?

I have a 20 gallon QT tank and a 10 gallon Qt tank. I need to QT the following fish:
2 Percula Clowns
1 Valentini Puffer
1 blue spotted jawfish

who should I put together for the least stress?
10 gallon: 1 jawfish and the 2 clown fish for QT. (should I add 3 inches of substrate for the BSJ or just a bowl filled with sand?)
20 gallon: Valentini Puffer

I would put a bowl of sand. Your plan sounds good. I don't know much about puffers or their temperament. Hopefully someone with puffer experience will chime in. Congrats on the BSJ, they are beautiful
