45 gallon planted fuge

I have a two fuge setup going. The top fuge is a 45 gallon breader that has the flow from the skimmer. I have a ball of chaeto in there now. But I want to make it 45 gallons of plants where pods can grow. I don't really know where or how to procede from here. I don't know what I don't know. so I'm open to any suggestions on what to do.

The entire tank is available for use as a fuge, there's no equipment in there? Can you post tank dimensions?

Yeah all the heaters are in the lower one. And the skimmer is behind the tank. The only thing is the tank is a 4 in PVC tube for the overflow. I want to put some live rock in there but due to budgeting (I'm a college student) IT has about a 3 inch sand bed. the tank is 17 tall 18 inch back and 36 inch across. I don't remember if it is 17 or 17.5 but you know. I seriously doubt I'll be able to buy a co2 injector or any other major equiptment. But would like to learn about it anyway. I do graduate by summer. And that just means I get to spend money on fish instead of school. My main tank is a 180 gallon folwr.

OH I plan on making some diy liverock but that won't be ready for atleast 2 month after curing. so
