5 month bacterial bloom.

Hopefully someone here can help me. Ever since my tank has been set up, the water has never been clear. One week I have strands of white stringy stuff all over the place, then it clears up, but my water is always just cloudy. Like I spilt a drop of milk in it. I also have weird stuff in my sump.
I have a 15 gallon in the same room and it is crystal clear beautiful. I just don't understand why the water will not clear up. Anyone else have this problem??
