When I plug it in the Too Low light comes on for a few seconds then all lights flash and the alarm sounds. Process then repeats. The actual water level is where it should be.
If only the red too low light comes on, that may or may not be significant, it would be normal during start up if the sensor is wet, if the sensor is dry it would indicate the sensor is dirty or faulty. The repeated flashing and beeping means it is turning off and restarting, either due to a pump which draws too much power and has failed (disconnect the pump and see if it then stays on) or a power supply that is weak or the wrong one (most aquarium equipment use power supplies with similar output tips, a Stream or Vortech one is too strong, an Apex one is too weak, but they would all fit and if the wrong one was connected the Osmolator will shut down as a safety and try to restart).
Everything, as far as lights, works as expected with the pump disconnected. From what you describe, sound like the pump has gone bad. Can just the pump be replaced?
