What is the maximum interval that can be achieved using the 7096 in oscillation mode?

I assume you mean wavemode? The range is 0.30-2.00 seconds.

I believe so, is there any other mode that will basically turn the pump on and off in 1 second or less intervals with a range greater then 2 seconds?

Pulse mode with speeds of 0 and 100% set would give you a range of 1-10 seconds in 1 second increments.
