9002 stops running

I have a 9002 in my 29 bio cube and when I do a water change and unplug it it doesn't start back up, I take it out which is a hassle because its a snug fit and it fires back up and will run until the next water change. Weird any suggestions?

My best guess is that either the impeller is seized to the metal shaft, it should be free to spin on the shaft, or the impeller base has broken off so the magnet can spin without engaging the blades. If you look to the linked image, the grey plastic piece on the bottom of the magnet should be attached to the magnet.
