9010 flow question

So i finally got my 9010 hooked up and I'm extactic about the bubbles. It's more like foam than bubbles which just puts my old one to shame.

Anyway, I know that in an in-sump configuration, there is supposed to be a least a small flow from the upright pipe which is surrounded by blue foam. If there isn't, what have I done wrong?
 
Usual culprit is the wrong bottom plate or it is on wrong. You should be using the solid plate with suction cup feet and it needs to be on all the way. One side has a bevel and that side should face the front.
