A proper setup refugium should have...?

I have setup my new reef tank and wanted to make sure the refugium is being operated correctly. Currently it has a 3 inch live sand bed and a fist-size ball of chaeto. It's a 15 gallon tank with PC lighting. What other inverts/etc. should I be putting in? Also, since I got my chaeto online and didn't deal with a person face-to-face to answer questions, what growth rate should I expect and what should healthy chaeto feel like to the touch? It has been in the tank for a couple weeks but appears to be the same size as when recieved. Is this normal?

Your chaeto will grow much better if you put something better (like halides) over it instead of PC lighting. From what i've seen, you get more die off with lesser lighting. Keep it spread out (not in a ball) as much as possible and harvest it when it expands beyond 1/2 of your surface area and you'll be ok.
