Short exerpt from the article: "On December 7, 2012, NOAA published a proposed rule in the Federal Register (77 FR 73219) in response to a petition submitted by the Center for Biological Diversity to list 83 reef-building coral species as threatened or endangered under the ESA. NOAA concluded that 12 of the petitioned coral species warrant listing as endangered (5 Caribbean and 7 Indo-Pacific), 54 coral species warrant listing as threatened (2 Caribbean and 52 Indo-Pacific), and 16 coral species (all Indo-Pacific) do not warrant listing as threatened or endangered under the ESA. NOAA also determined that two Caribbean coral species currently listed warrant reclassification from threatened to endangered.
Due to the broad regulatory powers granted under the ESA, the proposed listing could very well shut down aquarium import, sales, or trade of all Acropora, Montipora, Euphyllia and other corals, not just the species listed. The proposed listing would make no distinction between “wild collected,” “maricultured” or “aquacultured” corals.

I just read it and it blew my mind that aquacultured or even trading between tanks could become illegal...!??

Granted, i am not very deeply rooted into the hobby yet so i wanted to propose some discussion from the old dogs here who are more deeply connected in the trade.

1. is this really happening? actual worth concern? will it just blow over?
2. I understand some things on the internet tend to get blown way out of proportion, or stretched beyond reality. Sooo, is this something that has been coming and going for years now? Been a topic of discussion in the hobby before?

Im hoping to get a good discussion from some of you who are more directly involved in the industry, and or hobbyists for years and years and years. =)

In other words, the proposed listing may very well prohibit and criminalize the transport and trade of all Acropora and Euphyllia species, (whether wild -collected, maricultured or captive-propagated, including those existing in hobbyists’ aquariums at the time the regulation goes into effect), included those traded at frag swaps or between individual hobbyists, but may also prohibit moving one of these corals from one tank to another, or even taking a colony out of an existing aquarium for treatment, ect., and replacing it in the same aquarium.
 
Yeah, that would be a hard law to enforce. Catching us here in Memphis trading with our fellow club members....ha. I could just see the coral police showing up at my door. "Sir, we saw your forum post about trading a frag of SPS for some zoas. We're going to have to ask you to come with us.".... lol
