adding a refugium...help?

I have a 37 gallon seahorse tank. I would like to add a refugium. should I :

1) add a HOB Aquafuge w/protein skimmer
2) add a HOB overflow to a sump/refugium/skimmer
3) drill the tank to go to the sump/refugium

if I add a HOB overflow which kind should I get, u-tube, cpr, etc. to be assured it doesn't flood (I have new wood floors that can't get wet or I'll have to move the tank) and if I drill the tank, which is already set up how far down the back should I drill it without having to empty it?? or is that just too risky now?someone please tell me your opinion because I need a solution a.s.a.p.

Current Tanks: 90 gal. 2-65watt & 2-96watt pc + 4w moon lite
Interests: all kind of pets and my reef tank
 
A HOB is probably the easiest at this point. Drilling a filled tank works most of the time, but occasionally dosn't
