I think this is cyno and am about to go lights out but I just want to check. I have a ton of bubbles on my rock and it seem like it's growing. do you have trochus, turbo snails or some sort of snails in your tank? if so, are they eating those algae and staying alive? the reason i asked is because the algae look like dinoflagellates to me. if those are dino, snails will die when they eat them.
 
Looks like Dinos to me too. Cyano is usually a red slimy mat. Stringy, brown, bubbly is usually dinos and they aren't a fun thing to deal with. It will take a multi prong attack to fight that off. Do some research to figure out how to proceed. I followed advice from Julian Sprung and managed to get rid of it but you have to use several methods simultaneously.
 
I do have snails and all seem to be ok. although I doubt they have touched it...it is only on a few small spots of rock and my pump cord (that I can see) It is stringy and dose contain bubbles...I will be looking in to the dino for sure...thank you for the input
 
If it's cyano, it will tend to vanish (unless it's very thick) overnight, then reappear the next morning.
 
Yeah I have tried to clean as much as I can over the night. But seems to come back the next day. That pic was the worst before I covered the tank.
