Algae Identification Help

Hello All!
I am new to the hobby and I have had my 40 gallon setup for about 110 days now. A little over a week ago, my hair algae pretty much disappeared over night. It was amazing. I had just put a yellow tang in, and was like whoa! how did he eat all that so quick?
Anyways, On point. There is a yellow/green/grey "dust-like" particulate that has formed over my liverock and substrate. I did a vacuum and a 50% water change today, and 4 hours later it was all back.

Any help identifying it and suggestions on what I should do would be greatly appreciated.:idea:

my chemistry is such that:
Temp 78-79F
salinty 1.024
PH 8.2
Amm 0
Nitrite 0
Nitrate ~5 ppm
Po4 <0.25ppm
Calcium 425ppm
kH 8

Lighting: 16 on 8 off (aquatic life 48" LED)
Sump/Refugium (CHAETO) = opposite schedule 30w CF
