Algae in Sand

This stuff has been popping up over the last 3 weeks in the front area of my sand bed where's no rocks.

Salifert Tests
PO4 = 0.03
NO3 = 0

The flow in this area of the tank is relatively weak - maybe it's flow?. Is there a critter I can get that will consume this stuff? A conch? I've seen my Tail Spot Blenny jab at it time to time, but its not enough to manage it.

Any thoughts are appreciated!

My tank has recently gotten algae like this. I did slack on my water change though. Did a water change, changed out to all fresh media and it's cut back a little but it's still there.
 
A fighting conch would work. They do a great job sifting the sand are when mine is above the sand it is CONSTANTLY eating! Definitely one of my favorite additions in my tank. Also Neptune often has them in stock.

As for cause, I would guess the lower flow.
