Algae Problem, please help...

I had a serious green hair algae problem, got a sea hare and 10 mexican turbos, they did well but all died...I have high amonia (around .18) and can't get rid of the last of it...I also have cyano bacteria and regular brown algae...I clean the rocks with a tooth brush and do weekly 18% water changes (mix my own water now), I do way less feeding and got rid of a lot of the bio load...any more suggestions?

Tank info:
Been running for 7 months, 60 gallon, 29 gallon sump, about 70 lbs of LR, chaetomorpha algae in the sump, quiet1 4400 HH and a Koralia 1440 for flow...I had a lot of fish die in there and the amonia seems to be falling slowly (I don't think it is related to the algae bloom but I could be wrong) 4 x 85 watt Icecap T5s, temp is never over 79 or below 74...

I am trying to get it ready for SPS dominant...thanks in advance...
 
Haven't had a fish die in awhile, (knock on WOOD) but I get them out a.s.a.p. if one dose.
I would scrub it all, pull rocks and scrub them down in a bucket wash completely . Pull out any died material, start running carbon. Like (james404) said also get some GFO/ phosban, Replace the filter/membrane in your RO/DI unit or get one.

I run those new white pellets in a reactor and carbon in a separate reactor...I got a new rodi unit, spent some money on it and the water does come out at the required 40 psi...?
 
check the waste water line from the RO membrane, if it shows chlorine or chloramine, your membrane is shot and you need new everything
