I have algae problem in my 29 gallon tank
Using RO water from walmart
Have 2 hermit crab and 2 turbo snail they seen lost interest eating algae
Nitrate less then 10ppm
Phosphates less then 0.25ppm

I have to invest some portable RODI unit and TDS meter next month

Trust me your Phosphates are higher than your test is showing, Running some GFO would help to reduce these. Plus Water changes, Less food and light and lastly it may be leeching from your rock. Depending on how much has saturated into the rock it may take a while to fix this problem.
Last thing is to get a RODI unit with 0 TDS water going in your tank to limit any more problems.

Like what bill mentioned above..... the algae looks somewhat like the other nuisance algae that's hard to rid like bryopsis. Have to look at it on my computer when I get home, looking at it from my phone....
