HOB refugiums can work well. I have used them on several smaller tanks in the past, like biocubes and such. Have only had 1 actual name brand HOB refugium. The rest were made from aquaclear filters. Very simple to make those.

Many options out there for lights. Many are cheap and not much is really needed for such a small refugium. Have not used a HOB refugium in many years though, so I'm not sure what brands are really our there right now.

Refugiums also act as a good place to raise pods.

Does this look like Cyanobacteria on the rocks? I have been using CyanoClean; it has worked well in the past.

Since these were mentioned above:
PO4 - zero
NO3 - 0.7ppm
NO2 - .02ppm
The first two were added to the tank on 7/25 to 0.03 and 7ppm, respectively. I have typically had a problem keeping NO3, especially, above 1ppm.
Any suggestions are appreciated!
 
I cannot tell what it is from the picture as it's too blue. Can you get a picture under whiter lighting?
