If affordability is a criteria, then instead of an all in one, just use a 1 1/2 to 2 1/2g tank and use air powered sponges for filtration and water movement, and artificial plants for hitching. You can use a clamp on LED light source.
A 1/12g tank will hold up to about 10 dwarfs.
IMO, all in one tanks are an expensive way to go, and, many are problematic in that too much heat is created, raising the water temp above 74°F, and you have to find a way to protect the intake of the filter system from sucking in the dwarfs and their fry when produced.
You don't need a major filter system as it's very cheap doing multiple water changes when removing the uneaten food before feeding new enriched live brine nauplii.
