Am I fully stocked

I have a 90 with a 20 gallon sump.

The stocking list

4 percula clowns
4 bangaii cardinals
1 kole tang
1 foxface
1 flame angel
1 cleaner shrimp
hermits, snails, brittle star and fighting conch.

I would like to add a blue fish, either a starks or azure damsel or a cherub angel and another cleaner. Is this reasonable or am already fully loaded. Nitrates are consistently non detect and phosphates 0.02 or less.

While your tank is stocked on the high side, you are keeping up with the nitrates and phosphates, so from a waste management standpoint you are fine to add another fish. Aggression would be my biggest concern, as you already have a few fish that are ikely to get overly aggressive as they mature. I would advise against the angel, but the azure damsel would be able to take care of itself.
 
I'm not crazy about going the damsel route but all of the fish are pretty capable of handling themselves. I've seen mixed reviews on a cherub and flame angel together. Sometimes it works, sometimes not.

The clowns have been together 7 years so not worried about them. The cardinals will be interesting as I've only had them 2 months. The two on the right (and they're always on the right) are a pair and the male has held eggs. I'm not sure how the ones on the left will fare. I'm hoping its two pair and they will be happy on their sides.
 
Either the cherub or damsel could be a problem...or either could be just fine. I personally like the cherubs and am planning on taking a chance on one in my 90g one day. I've never had good luck with damsels.

I'm inclined to go with the cherub. As you say, my experience with damsels isn't good either.
 
So I saw a cherub, they are bluish purple with yellow around their eyes. I don't see the kole tang liking that. I'm going with the damsel.

I just lost by bicolor blenny as you say Cliving, getting a ground dwelling fish is an option too.
 
My 90gal has both a cherub and kole tang. I haven't seen any aggression. The kole is still small so I guess it could change over time. Cherub is very entertaining, love mine.
