It will show up whenever what you put in there starts to decay and break down into ammonia. Your tank will cycle best at normal tropical temps, like 78-80. How are you cycling the tank?
The ammonia won't show up on its own. You will have to get the cycle started by either putting something in the tank that will break down into ammonia like a dead shrimp, or by dosing pure ammonia into the tank. If you dose ammonia be sure to use pure ammonia and not ammonia with added surfactants in it. Dr. Tim's ammonium chloride works great.
I use an ammonia source: an ammonium chloride solution. It takes about a drop per gallon for 2 ppm. Add it, let the power heads mix it, test, and there it is. It is available in some of the LFS around here.
