Instead of giving some arbitrary recommendation on lighting and flow, why don't you give us details about your setup and then we can comment on whether a BTA will do well.
The 6-month rule is about stability in water parameters. In my opinion, it's also as much about the reefkeeper as much as the anemone. You learn a lot in the first six months about maintaining a stable environment.
As to moving, the only way to contain a BTA is to isolate it on a rock "bommie" that does not touch the walls or any other rock in the tank. BTAs will not walk across sand. This tip will only work, however, if you've got conditions that are good for the nem, since in very bad conditions, a BTA will release from the rock and float, in a last-ditch effort to find a better spot. Usually, that ends badly, especially if you've got powerheads in the tank.
