Anemone Not Sticking

Hi Everyone,
So I have a teal long tentacle anemone. He's always flourishing and looking very beautiful. Eats live fish when I feed him, overall very healthy. My water parameters are great. everything where it should be.
The only thing is, he wont attach to anything.. Any Ideas would be greatly appreciated.

I use a 3" PVC elbow and bury it under live rock. But I am running bare bottom. After a day it stays put. Try digging into a crevice between rock and sand if you have it.
