im going to get one of these new cadlights tanks, its a 22g glass tank with built in overflow. i can get the 2 tube High intensity T5 lighting 28 watts. or for $50 more i can go with the a 4 tube 56w. i was hoping to turn this into a mostly hard coral/anemone reef, what anemones would do well? any sps?

I definatly would think that you've got the wrong size tank for any of those. SPS and anemonies need VERY high water quality, of which comes from a complicated filtration system utilizing usually a skimmer, lots of Liverock, a fair bit of live sand, maybe algal filtration, carbon, and perhaps some other odds and ends. The SPS will also require a LOT of flow, specifically non-linear, so if you're going to do it, you'll need a few maxi-jets with hydor Flo rotating heads. The stock pump's flow will be too linear. As far as lighting, I don't think that 56w of T5 will be enough unless they've all got individual reflectors. Your best bet would be a smaller 75 or 150w MH light over the tank. I've got a 24g nano cube, and I could only keep the most basic monti digi and monti caps as far as hardcorals. I tried some acros, but they never grew, and just slowly browned out. I've got 72w of PC over it too.

Either way, good luck, and I hope my advise (however debatable) helps!
