to make it short, no. you should not keep an angler in a tank less then 20 gallons. while they might not swim around much they still move around and also get a little to big for something so small.
There are some mini anglers that would work. Though the question is really can you maintain good conditions in such a small tank. Anglers make a mess when they poop.
