Anthias hovering in QT

I've posted about my anthias frustrations in the Reef Fish forum, but I have a question for this forum about 3 of my remaining anthias in QT, 1 Carberryi and 2 Ignitus. These fish initially seemed fine and ate, but about 1 week into QT they stopped eating and will just hover at the bottom or the corners of the tank. There are no visible signs of illness on them and never have been. One anthias that was in QT with them initially developed the all too common hemorrhagic spots and perished. They have been this way for 2 weeks.

They have been treated with 2 rounds of PraziPro as well as Kanamycin, MetroPlex and Paraguard. Are they basically doomed to some unknown disease? Do I just leave them in QT and see what happens to them? QT is a 40B, no ammonia, plenty of PVC for hiding if they wanted too.
 
You might try getting a cheap dither fish and putting in the tank(after doing full qt/etc). These fish may just be scared. Very dim lighting may also help.

I would still wait for them to swim and eat normally before going to DT.
 
Thanks Matt -- there is another Ignitus and a Resplendent in the QT with them who are acting normally, swimming and eating. They affected fish act the same way with dim lighting, eg morning, and they were pretty active for about a week, then this behavior. Strange.
