I would move them up and see what happens, I don't have any experience with T-5 lighting. I would look more towards water quality first before the lights causing them to shrink in numbers. the fact that you have less lighting shouldn't be a serious stresser on the polyps themselves. Have you checked for parisites? Nudis, sundial snails. What are you water parameters?
Give us a little more info and we can try to figure it out step by step.
 
no nudis in tank, dont know what a sundial is but i never see anything on them, parameters are always in check, i run ozone , orp is 340-370 most always...............

and a mystery crab with black and white striped legs that lives in a cave that i cant get, but hes never outside the cave ive looked for months now , never see him
 
Have you witnessed your Flame angel picking at any of the corals. I know that they can have a taste for coral, on the rest of the polyps that open is the skirts missing? If your water is testing out fine then I would have to lean towards a predator or a fish picking at them which wouldn't allow them to open up.
 
That is a possibility, what is blowing sand around them on them? It's kinda tuff not actully being there to see them....Have you ever tested for silicates?
 
blowing sand sometimes covers the rock where there isnt any yet, i was wondering if this would keep them from spreading................no i dont test for silicates
 
I had some issues with silicates that caused my zoanthids to close up for about 2-3 weeks till I found out the silicates were high. I used seachem phosgaurd to bring it down. Once it came down they all opened back up. You using RO/DI for water changes and top offs?
 
oh yeah , 0 tds , phos is 0 but that doesnt mean there isnt any in tank as i have a dsb , which i wont do again...........here are a couple pics, this rock was half covered when i got it on jan 21..............the first few days alot detached but alot more than what you see here were left...............
