Any thoughts on what this could be?

I have 3 fish in QT right now that all are showing similar symptoms. Flashing, rubbing, and raised body color bumps. The fish have been through 28 days of cupramine at .5; 5 days of Furan-2, metroplex, and kanaplex combined; and 2 rounds of prazipro. I currently have them in coppersafe a 2.0 for 7 days. Unfortunately, I am out of ideas. I just did a fresh water dip and nothing came off. Picture below. Your ideas are greatly appreciated.

Last night I peformed a 60 min formalin dip on all the fish. Today the scratching and flashing seems to have gone away. There is now loose/lifted scales where the bumps use to be. Any thoughts on how to continue treatment?
