Looking to get a stand built custom for several reasons. Would be cheaper and id rather pay a fellow reefer than some overpriced store.

something capable of holding a 40g standard tank with an extra 2-3 inches ledge behind the tank for easy wiring. Structurally sound and enough space to hold another 40g below. so im guessing 50"x30"x48"

I made all my own stands and my own lighting hoods. were you looking to have something like stairs with a tank on each step? Or just a regular stand with space for an additional tank below at knee-height?
My stair-like stand. Its open below and I store my salt and hoses, spare pumps etc down there.

looking for something that would comfortably house a sump in the bottom

yeah, a sump could easily fit underneath. this one has an area 4 ft by 5 foot and three foot high. I store my saltbuckets down there and keeep other hoses, pumps etc there. Cost like 35 bucks in parts from home depot. I could show you the support system if you like and you could easily make something that should work.
