I have yet to see a Cooks Scotts that looks like the LiveAquaria picture in person. I have a standing order with a wholesaler if they ever get one like that.
The only distinguishing characteristic of the Cook's Island variant of C. scottorum is that they all have the red blotch on their sides. It's not a permanent feature, but they will certainly have it when you receive the fish.
They are never, ever blue. The LiveAquaria illustration is incorrect.
While I would agree that that picture is most likely an exageration. I have seen very blue Scoots. For instance, see the Scotts on the first page of this thread:
