Astropyga radiata. You'll need to target feed this one meat several times a week to maintain it, more often to minimize it's feeding on other sessile inverts in the tank. It will also eat algae.
As Leslie has pointed out it is a Astropyga radiata and are members of the Diadematidae family. This one is often called the Red Urchin, Radiating Hatpin Urchin or Blue Spotted Urchin. Their red stripes and blue dots give then away on ID. They are Indo-Pacific and often found in bays and lagoons.
