It looks like a leaf fish to me. The fins and the fact that it "walks around" are typical of leaf fish. My friend had one that looked very similar, except that it was reddish, not green. Be careful, as the spines in its fins are venomous.

I did some googles on "quillfin blenny" and other than the coloration and a slightly different head crest, this is a very good match!
ok i was lookin thru some books and i am sorta flip floppin between wrasse and blenny cause of the fin structure, and i am still stumped i really want to know what this fish is.
Paraclinus marmoratus, aka "marbled blenny". Relatively hardy, eats small crustaceans or whatever it can fit in its mouth. Tons of personality... enjoy him! Link to a pic of a specimen I kept maybe 4 yrs ago
