It is probably 1/4 outer diameter. It is for a dosing pump, it needs to have some sort of a ring on it like you see to keep tension on it when it is connected to the pump.
I've spliced tubing in a similar way at work just using a smaller diameter polyethylene tubing stub as a mender/splicer.
As for rings, pull a zip tie or 2 really tight to act as a stop. They will not pull into the pump. I've done this many times on peristaltic chemical pumps for commercial dish machines
