Apex & MH issue

I have my MH ballast hooked up to an EB8 outlet 1. This is the 5A outlet. If I manually set the outlet to "ON" the MH's (2 x250w) are on as usual. If I then either turn the outlet to "OFF" or "Auto" the lights will turn off when supposed to, however, I can still hear the balast Hmm, and appears they are trying to fire the bulbs still. There should be NO power at the outlet if 'OFF"..correct? Also if i look at the AMP draw on this EB8, the AMP are more than (~5A) when the lights are off (~2.7A) and less than when the MH's are on (~6.0A)If I then trun the switch on the balast off, the hmm stops. But if i turn the balast on, the hmm begins again, even when the outlet is "OFF"

put a volt meter on the outlet when its OFF. There should be 0 volts. When ON, the outlet should read 110 - 120 volts AC.
 
There is obviously volts as the EB8 shows the increased draw and i can hear the balast trying to run/fire the bulbs still. I guess I can also try it in another outlet as well, and as a pump or fan in the suspect outlet to.

I will check w/ volt meter to see just how many volts are being sent there when "OFF".
