Aptesia, Bubble Algae!

I have a serious problem. I have aptesia coming and going for the past month. I kill every little one I see with vinegar. It seems to do the trick but then 2 weeks later another is somewhere else in my tank. I have a skunk shrimp but I was wondering if I can put a peppermint shrimp in too. Also, I have the start of bubble algae. They are really small and confined to one area but I know this stuff gets out of hand. Can I put an emerald crab in with the two shrimps or is that too much! and lastly there is this stuff that looks like grass. Literally, its green and solid and you have to scrap or pull really hard to get it off. What can I do about this stuff?

Any help or sugestions is much appreciated!
 
Could be an issue. One idea is to set up a tub for "cleaning" where an emerald crab and a pep can do their work, without recieving food from the display, therefore, increasing their appetite. Isolate any coral from the rock, set up a bucket/tank/container with heater, light and filtration/water movement, then let sit for a few days before adding rock. just an idea.
