Two questions that are connected I think. I am setting up my new III. I know with the X10 systems you can dim lights. Is there a way to do that for powerheads to cut down the output? And is there a way to change the output voltage/deminish the speed of powerheads connected to the DC8?

not on power heads it will burn up the motor. there are some that you can adjust the output which will do the same thing.

Rumor has it there is one outlet on the DC8 that can do that. it is not suported by Neptune though, and not sure if the post recall ones still have that.

No. To slow the speed of synchronous pumps like powerheads, you must vary the frequency of the AC power, not the voltage. As szwab says, varying the voltage will just burn up the pump.
