aquaclear surface skimmer problem

i cant seem to set this aquaclear surface skimmer attachment right. i connected it to the aquaclear 70 and it dosnt seem to skim the surface . the attachment floats to much and wont allow water to enter the top. i need help setting it up lol please

i turned the stick thing on top all possible ways and it still does nothing what am i doing wrong?
