A guy who sold me a 1/3HP chiller got it for free because it wasn't working. He went online, did some research and learned how to change the fuse. Bought a $3 fuse, it worked and he sold it to me for $300.
I would start with a saddle valve to check refrigerant. If there is none in the unit pressure with nitrogen and find the leak. Depending on where the leak is you can decide if it is worth repairing.
