Are powerheads needed?

If the pumps in my tank are turning over 30 pluss times in an hr would I need powerheads? Does sps need a rest inbetween. If not then I wouldnt need power heads in my sps tank I am making. Its a 29 standard, that I am drilling holes into for the intake and overflow. Please let me know what I should do.
