Baby blue hippo with ick

I have a little blue guy with ick. He is 1 inch about. I would say about 5-10 white dots on both sides. Had him three weeks and he was doing great. Still eating and acting normal except he seems to rub the rocks a lot. I will start the garlic in the food regardless of what else I do.

Options
1.) I have a 5 gallon in the garage. Set it up as a QT and with low salinity and raise the temp. Most of what I read said this is the safest way to handle the problem. No one else has it in the tank. However he is a swimmer and I am a little concerned that he will get stressed in a 5 gallon tank for 2 weeks. This tank currently has no water, but has a filter and heater and LED. I'm also worried catching him is going to stress him out more.

2.) There are 2 cleaner shrimps and a Wrasse (who I've seen clean other fish). I have not seen the blue guy let anyone clean him. Do 2-3 waters changes this week, leave him in the DT, hope he lets someone clean him, put garlic in his food, and monitor. If it gets much worst try a short fresh water dip (this makes me sooo nervous because of how little he is).

Tank info
Mg: 1500 (I know this is high, put a buffer in a couple days ago because it was low, one person told me if Mg, Ca, Alk are high it is okay, not sure if that is true.)
Ca: 500
Alk: 8.3
Salinity: 1.025
Nitrites 0, Ammonia 0,
Nitrates: 5

Any advice or if you have a strong opinion on one of the options? I really really don't want to lose this guy, he has a ton of personality and is a lot of fun.

I take it he is in the main tank and not in a QT. First try reading the many stickies on crypto at the top of the forum. Second do you have any other fish besides the tang? If so they all either need to be treated or at the very least taken out of the main.
