Bacterial Infection on Percula Clown?

My percula clownfish has what looks like an open sore on one side of her body, near the base of the tail. It's whittish/greyish in color, though I think I see some red around it as well. She's still eating well, and swims strongly to feed, but is sometime taking to resting on the bottom. She also seems to be breathing rather laboriously.

I had introduced a new wrasse to the tank a week ago, and they took a little time sorting each other out. When I first saw this, it looked like a "battle scar" but it's getting larger.

The tank is new, less than 2 months, 36 gallons. Ammonia, nitrate, and nitrite are all near or at 0. SG is 1.0225-1.023, though it was initally low and had to be raised to that level. Temperature is now fairly consistent between 76.5 and 78 F, though it was tough to regulate before I replaced the top with eggcrate. PH has been a big problem in recent weeks. It was at 8.0. As I applied a buffer it came up to 8.2, but after adding a calcium supplement jumped to 8.4/8.5. Water change has it at 8.3. Alkalinity has also been low, 7 dKh or less, but I have not retested that in a couple days (since the PH jumped up).

Any sense of if this is bacterial or something else? Recommended treatment?
 
If it's a wound caused by the wrasse, then it may well be a bacterial infection. Do you have a quarantine tank to treat the fish, the concern being that the area seems to be worsening.
