In General, aren't probe start metal Halide bulbs Asian- USA,
and the pulse start bulbs are German ?

German have 2 wires to " inner" bulb, Asian bulbs have 3 wires.

The reeflux has 3 wire, like XM bulb, so it is probe start correct?
 
Probe start is more common in North America and Asia. Pulse start is becoming the new world standard but have always been common in Europe.

The Reeflux Single-Ended (SE) lamps are technically probe start but are recommended for pulse start or electronic ballasts. The Reeflux lamps have a higher starting voltage requirement than standard probe start ballasts can provide resulting in unreliable lamp starting.

Probe start and pulse start just refers to the starting method. The lamp manufacturer or supplier should always be consulted with when choosing the correct ballast. Ballasts come in different types (not just probe start and pulse start). Each type provides different starting current, starting voltage, operating current and operating voltage.

I have seen coralvue recommend the pulse start, but it threw me for a "loop".. Because Most Asian are probe.. And the reeflux bulb looks like the one on the left.. As you said, it must have to do with starting voltage..
( This is another one of those reasons, its best to say "allways" or "never" ) :)
