first off does anyone know anything about breeding them how do you tell which is male an female and what do I need for the young to feed on

not sure but have heard that males have a more noticable blue / purple color on abdomine. also look for egg shelf pattles (under stomach used to swqim. as females have larger ones to carry eggs.

Are we talking the common coral banded shrimp (Stenopus hispidus)? Males are thinner, have longer claws. Females are broader, shorter claws, bright green ovaries inside their thorax. Pretty easy to tell side by side. Introduce them at opposite ends of the tank. Let them meet on their own. This has always worked for me.

these were ordered as a pair one has like a green/blue color on the back of its neck do I need anything special for them

The larger of the pair is the female.

Mine spawn frequently, but have never had any succesfully mature. I've heard it's difficult to raise the young, as they are too easily eaten, destroyed or filtered out of the water column.
